Building Plans
Building (B1)
(Local Body Level)
  1. Applicant submit the application seeking approval of building plan with necessary enclosure ( E ) 3 sets and Form 49 if the Local body fall in LPA or NTDA Area to Local body.
  2. Local Body Scrutinize the application.
  3. If local body falls in LPA/NTDA Area. The Building ( shown in Table ) Plan should be satisfied the zoning regulation said in approved/concerned Master Plan/ IInd Master Plan for  LPA Area (Single/Composite) or NTDA Area and satisfied scheme clauses and zoning of approved / concerned  D.D.D in LPA Area.
  4. The building (Shown in Table) plan satisfied Municipal Building rules in case of sites lies corporation Municipality and Town Panchayat  or Village Panchayat Building Rules.

  1. If the building plan satisfied the above said building rules and parameters in above table. The Local Body demand D.C in case site lies in LPA/NTDA Area  in name of M.S of LPA/NTDA and Licence fees and either necessary fees for Local body and I&A changes if necessary.
  2. After remitting all charges to Local body (corporation, Municipality, Town panchayat, Village panchayat) will give final approval and P.P if the Local body lies in LPA/NTDA.
  3. The applicant received the approval for Building plan.     


Building (B2)
( RDD / LPA,NTDA Level)
  1. Applicant submit the application addressed forms seeking approval of building plan with necessary enclosure ( E ) -5 sets plans  and Form 49 (if  Local body lies in SLPA / CLPA / NTDA Area) to addressed to MS CLPA/NTDA if site lies plan area or to RD.D if site lies in single LPA or non Plan Area.
  2. Local Body Scrutinize the application.
  3. Local Body  forward the application to MS,  CLPA/NTDA of the site lies in CLPA/NTDA Area for approval of Building Plan said in the table given below

  1. Local Body forward the application to RDD if the sites lies in the single LPA/ non plan area.
  2. MS/CLPA/NTDA,RDD (for single LPA and non plan area) Scrutinize the plan.
  3. MS/CLPA/NTDA, or RDD called for further particulars
(Or)
  1. MS/CLPA/NTDA or RDD may return the proposal for want of particulars.
  2. The proposed [Building ( shown in Table) plan satisfied the zoning Regulation if Consented / approved of Master Plan or IInd Master Plan for single or composite LPA/NTDA and scheme clause and zoning of concerned DD Plan in LPA or CLPA
  1. The proposal satisfied the,

                „ municipality Building rules 1972  in case of site lies corporation,  municipality, town panchayat area.
                      „ panchayat building rules in case of site lies in village panchayat-1997

  1. Applicant submit the application addressed to CTCP to the RDD and MS CLPA/NTDA (Planning/ Non Planning areas) CLPA/NTDA/RDD seeking approval of building plan with necessary enclosure and applicant submit the application to executive authority of Municipality in SLPA area
  2. The MS/CLPA/NTDA/RDD ( Single LPA local body in non plan area) Scrutinize the application.
  3. The MS/CLPA/NTDA/ and RDD ( Single LPA local body in non plan area) called for further particulars.
  4. The MS/CLPA/NTDA/RDD ( Single LPA local body in non plan area) returned the proposal to local body for want of particulars
  5. The MS/CLPA/NTDA/RDD ( Single LPA local body in non plan area) submit the proposal to CTCP
  6. CTCP Scrutinize the proposal
  7. CTCP called for further particulars
  8. CTCP is given TC for  the proposal for  if the proposal is satisfied DCR and all rules, regulations and norms said about approval of building plan shown in table and forward to MS/CLPA/NTDA/RDD ( for single LPA, Non Plan Area )
  9. Member secretary,  CLPA/NTDA collect DC and centage charges of site lies in LPA/NTDA Area and I & A charges if necessary, and issue Planning Permission.
  10. RDD ( for single LPA, Non Plan Area) Collect centage charges and  I & A charges if necessary and give the Technical consent the Building Plan.
  11. In case of Industrial Building MS, /CLPA/NTDA give the PP  that after installation approval given by RDD
  12. After issue PP/TC order and Maps sent it to the Local body for issue Building licence
  13. Finally Local body approved the plan and issue the buildings license forward to Applicant.  

Building – Multi-Storeyed Building (MSB)
Multi-Storied area declaration and Building Approval

Planning area

                1) Applicant should submit the application addressed to CTCP through CLPA/NTDA/SLPA.
                2) CLPA/NTDA/SLPA scrutinizes the application.  In SLPA the Executive Authority / Municipal Commissioner) send the proposal to the RDD.
                3) MS, CLPA/NTDA/ and RDD scrutinizes the proposal and inspect the site. Further particulars if any required may be called from the applicant and the proposal has to be sent to CTCP.
                4) CTCP scrutinizes the proposal and if any further particulars required may be called from the MS, CLPA//NTDA  RDD and the applicant.
                5) If the proposal satisfies the DCR and all other prevailing rules and regulations like Panchayat Building Rule, Municipal Building Rule, Multi-storeyed Building Rule etc.
                6) Then technical clearance is given by the CTCP and sent to MS, CLPA/NTDA/ and RDD in respective areas.
                7) MS, CLPA/NTDA has to collect the centage charge, development charge and I&A charges and follow the LPA Procedure issue of planning permission and send it to local body for issue of licence.

Non-plan area

1) Applicant should submit application addressed to CTCP through Local Body RDD.
                2)  Local body scrutinizes the application and pass council resolution regarding MSB declaration then only proposal sent to the RDD. In SLPA the Executive Authority (Municipal Commissioner) send the proposal to the RDD.
                3) RDD scrutinizes the proposal and inspect the site. Further particulars if any required may be called from the applicant and the proposal has to be sent to CTCP.
                4) CTCP scrutinizes the proposal and if any further particulars required may be called from the RDD/ applicant.
                5) If the proposal satisfies the prevailing rules and regulations like Panchayat Building Rule, Municipal Building Rule, Multi-storeyed Building Rule etc. CTCP declares the site as MSB area also the declaration published in TNGG.
                6) After declaration and publication in TNGG of MSB area and if the proposed Multi-storeyed building satisfies all the rules and regulations and DCR etc. then technical clearance is given by the CTCP and sent to RDD.
                7) RDD has to collect the centage charge and I&A charges before issue of consent and send it to local body for issue of planning permission and licence.
                8) Local body has to collect the necessary charges as directed by the Government. Then only building licence should be issued to the applicant,

            Structural designs are made after conducting due soil test of the site as per National Building Code, 2005 so as to be safe against all natural calamities like earthquake etc., and the structure will be safe in all respects and we all are held responsible for the structural safety/ stability.
